School Board Minutes 02/06/2014

PUBLIC HEARING  The School Board Chair presented the proposed FY 15 School Budget Request.

                        A meeting of the Berlin Board of Education was held in the Berlin High School library beginning at 6:18 p.m. Present for the meeting were Nicole Plourde, Lynn Moore, Louise Valliere, Donald Labrecque, Denise Valerino, Corinne Cascadden, Bryan Lamirande, Amy Huter, Julie King, Georgia Caron, Tim Forestall, Gary Bisson, Dan Record, Roland Pinette, Cheryl Pinette, Ann Nolin, and a member of the press.

ELECTION                On a motion by Donald Labrecque, seconded by Louise Valliere, the Board voted to nominate Nicole Plourde as Board Chair. On a roll call vote, all members voted in the affirmative.
                        On a motion by Nicole Plourde, seconded by Louise Valliere, the Board voted to nominate Donald Labrecque as Board Vice-Chair. On a roll call vote, all members voted in the affirmative.
                        On a motion by Louise Valliere, seconded by Nicole Plourde, the Board voted to nominate Lynn Moore as Board Secretary. On a roll call vote, all members voted in the affirmative.

MINUTES         On a motion by Lynn Moore, seconded by Donald Labrecque, the Board voted to approve the minutes of the January 16, 2014 meeting, public and nonpublic sessions. The motion passed unanimously.

WARRANTS                On a motion by Louise Valliere, seconded by Lynn Moore, the Board voted to approve the warrants dated, January 27, 2014 and February 6, 2014 for the amounts of $16,040.40 and $558,438.28. On a roll call vote, all members voted in the affirmative.

FINANCIAL REPORT        None

COMMENTS                None

1st RDG POLICY JLCC     On a motion by Louise Valliere, seconded by Donald Labrecque, the Board voted to approve the first reading of Policy JLCC - Pediculosis. The motion passed unanimously.
                                        
NEW COURSES BHS On a motion by Louise Valliere, seconded by Lynn Moore, the Board voted to accept the new classes as presented at BHS. On a roll call vote, all members voted in the affirmative.

SUPER’S REPORT  The Superintendent informed the Board of the following issues:

  • NH School Board’s Association Conference
  • School Board Meeting Schedule
  • School Board Scholarships
  • Goals Setting
FY15 BUDGET             On a motion by Donald Labrecque, seconded by Lynn Moore, the Board voted to approve the Budget Request as presented totaling $20,967,591 comprised of $17,894,000 for the general fund, $395,000 for Capital Improvement and $650,925 for Food Services. On a roll call vote, all members voted in the affirmative.

COMMENTS                Debra Thornblad, member of the press, asked why there was no Correctional Program listed as a new course at Berlin High School. Roland Pinette, CTE Director, explained that there would be a pilot program in the spring of 2014. Mr. Pinette also reported on the BHS welding competition at the White Mountains Community College on February 13, 2014.

MEMBER BUSINESS Nicole Plourde welcomed Denise Valerino as a member of the Board of Education.
                        Lynne Moore asked why the school year calendar on the website was not on each school site. Autie Hamilton, IT Director, added the calendar to each site.
                                                                                
NON PUBLIC              On a motion by Lynn Moore, seconded by Louise Valliere, the Board voted to go into nonpublic session at 6:45 p.m. in accordance with RSA 91-A3II, (a), (b) & (c). On a roll call vote, all members voted in the affirmative.

                        On a motion by Louise Valliere, seconded by Lynn Moore, the Board voted to come out of nonpublic session at 7:22 p.m. The motion passed unanimously. No additional votes were taken in nonpublic session

STAFFING                On a motion by Louise Valliere, seconded by Lynn Moore, the Board voted to approve the following staffing changes:

                        Kara Poirier – Educational Assistant – Hillside School
                        Meghan Murphy – Educational Assistant – Hillside School
                        Rebecca Lavoie – Educational Assistant – Berlin High School

                        Teacher Nominations:

                        Kayla Steady – Education Technology Integrator - District

                        The motion passed unanimously
                        All nominations are contingent on the applicant passing a background check.
                
ADJOURN         On a motion by Louise Valliere, seconded by Lynn Moore, the Board voted to adjourn it’s meeting at 7:25 p.m. The motion passed unanimously.
